Is it possible to issue an SSL certificate for an IP address, instead of a FQDN (domain name)?
The answer is "Yes, it is possible", but there are several requirements:
- It's not possible issue DV or EV certificates: only OV SSL certificates can be issued for an IP;
- It may be issued only to a Company;
- the company must be reported on whois data of that IP address (validation based on WHOIS information of IP-addresses).
So, the Company is required to be LIR, or must obtain from the LIR that their IPs (usually a full class) be whois registered to the Company.
Certification authorities do not issue DV or EV SSL certificates (with domain verification) for IP-addresses, because it creates security threats.
